In the Western District of Louisiana, this has been the Trustee's policy for that last several years. It amounts to some debtor education informing you about the process of Chapter 13, the problems with credit and debt, and making a fresh start. This should not discourage you from considering Bankruptcy Relief. Its not a major burden and in fact is one benefit.
The difference after October 17 is the orientation is required before you are allowed to file. However, the new regulations have approved "on line" debtor orientation programs which appear to be less than 45 minutes and produce a certificate for you to file with your case. This is not going to be a major problem.
